UX Feedback: Popups covering retried build

When a customer tries to click a retried build, it fails because the pop up provided is getting in the way. The mouse is over the failed build.

@cbazan1 I am unable to reproduce the bug, I see that the tooltip disappear when you move the courser away from the tooltip, can you maybe provide a short gif?

This is now going away on it's own and not sticking anymore.
