Allow file type variables from trigger API

In https://docs.gitlab.com/ee/ci/triggers/#making-use-of-trigger-variables the user can specify variables to be passed to the pipeline when triggered. Currently, the variables will be environment based since there is no option to have the Variable type to be file. Allow the user to specify what kind of Variable it is.
