Determine and document if GitLab can deploy to Federated Kubernetes Cluster

Problem Statement

Per https://gitlab.com/gitlab-org/gitlab-ee/issues/9344 users may wish to deploy to a Federated Kubernetes cluster. We don't actually know for sure if this is possible today using our Kubernetes integration. This issue would be to investigate that and a useful artifact would be some kind of documentation on how to do it or possible limitations.
