Apply suggestion requires a page reload before merge because the head has changed

Problem to solve

After applying a suggestion, often times a user is required to reload the page before merging because the head has changed. This isn't a great user experience.

Proposal

Let's apply some polish so users don't have to refresh the page when the head changes. Exact proposal TBD.
