Filtering commits by authors creates invalid URL when name has accent (`Á`)

Summary

Error when filtering Commits using the Box ... when I select my user the Link of the page is filled with accentuation, nothing is returned in the filter https://gitlab.com/XXXXXX/XXXXX/-/commits/dev_alvaro?author=Álvaro%20Ribeiro % 20Pereira

Performing the adjustment in the link changing the Á to A the filter works normally
