Design: alert details drawer discovery

This is the design issue. Requirements are available on the TBD epic.

Problems to solve

The threat monitoring alert MVC is a table UI: !48526 (merged). Later there will be a toggle to display the kanban display. In either case, the table or kanban, the alert will open a drawer for additional details.

What this issue will be looking at

• What information will be available to display? And how will it be displayed?
• Can the expanded state of the drawer have a unique URL, this for sharing with others
• What is the interaction navigated to an expanded details UI
