Do not split project topics using PascalCase or camelCase

Problem

Project topics were modified in gitlab-ce!24415 (merged) according to gitlab-ce#54544 (closed). However, they were are still splitting topics using PascalCase or camelCase. See also the design specs in gitlab-design#138 (closed) (closed).
