Implementation: Iteration 2- Inform shared-runner-user about price(pipeline minutes) when we introduce continuous fuzzing

This is iteration-2 to tell the user about pipeline info.

We don't show all use that. We only show the user who used our shared runner this relevant info:

  • Continuous fuzz test will use the pipeline minutes, your maximum pipeline minutes is 50,000 minutes
