Docs: Add docs for Admin Network Settings

Use of User and IP rate limits settings within the admin panel is not documented.
There is need to clarify how these settings differ or are similar to Rack Attack settings in the gitlab.rb configuration file as well as clarify and provide examples of authenticated and unauthenticated requests.
Further details
Customers are running into rate limiting that results in Rack Attack appearing in the logs despite having Rack attack disabled in the gitlab.rb file. On further investigation I have seen that disabling rate limiting in the UI under network settings clears the Rack attack error in the logs.
