Admin Area's *Runners* search provides invalid instructions

Summary

In the Admin Area's Runners page, a search box is provided. When you click in the search box, the popup includes the text: "Press Enter or click to search". The issue is that there is no UI item on which to click which will start the search, therefore the instruction "....click to search" is invalid.

Steps to reproduce

1. In the GitLab UI, go to Admin Area > Overview > Runners
2. Click in the search box.
3. Enter simple search criteria, for example "unner"

Note that it is not possible to click a UI item to start the search.
