Enable templates to be modifiable with certain labels that cannot be removed

"This is small, but significant for my role. I'd love to see labels that are part of issue/MR templates hidden from the template itself but still automatically added. There seem to be some scenarios where our default labels are removed. In one case, it appears that adding an additional label with the label picker causes the default label to fail to add which might be a simple bug, but those filing issues can also unintentionally remove it by modifying part of the template. I want the template to be able to be modified, but that label is an important part of our workflow so it would be great if there were an option to make it not removable when that particular template is used."
