Subgroup project count doesn't take users permissions into account
Summary
I created a subgroup and added some public and one private projects under it. On the main overview the 'bookmark' icon with the tooltip 'Projects' shows the amount of projects.
The problem is that the number of projects included in the subgroup is always shown as the total including the private group. Regardless of who views the page.
Steps to reproduce
I created a subgroup and moved from the main group a private project under the subgroup.

What is the current bug behavior?
A private window, with nobody logged into gitlab, see a project-count for the subproject including the private project.
What is the expected correct behavior?
The project-count icon shows the number of projects that the viewing user has access to. So not logged in people would not see in the count any private projects.

Notice that the 'bookmark' icon (top right, between the folder and the people icons) has a number 3 while there are only 2 projects visible. This screenshot was taken in private mode. so for a non logged-in viewer.
