CI keyword tooltips when previewing GitLab CI config

Summary

When hovering over keywords when previewing a CI YAML config file in the web UI we could show tooltips with links to documentation and a brief explanation of the keyword.

This could help drive adoption of CI features - users could hover over a keyword in someone else's CI config that they didn't know about and learn what it does.
