Wiki - Allow customization of page title using front matter

Problem to solve

As a user I want to customize a wiki page title using markdown front matter. This disconnects the requirement of reading the name from the file name.

Intended users

Any user of the wiki.

This will allow for wiki pages to include characters like : and also -.

If needed, we should think about a way to redirect users to the new pages after this change.

Permissions and Security

Same permissions as editing the wiki are required. (i.e. contributor I think they are)
