Add tooltips/popouts to column headings in the Admin Area's Jobs page

Problem to solve

When an admin goes to Admin Area > Jobs, it is not clear what information is being presented. Specifically, several columns contain multiple sub-fields, the content of which is not clear.

Intended users

Admin users of GitLab, both self-hosted and GitLab.com.

Proposal

I propose we resolve the potential confusion by adding tooltips or popouts to the columns' headings.
