Make groups REST API use GraphQL internally

After doing https://gitlab.com/gitlab-org/gitlab-ce/issues/62277, we should make the groups API use GraphQL internally, like we do in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24636. We can also split this issue up if needed.
