Problem to solve

Sometimes we create an GitLab issue to draft a user manual or technical documentation because we want to invite others to review the document and give some suggestions for improvement. We think the issue is well suited for discussing unformed manuscripts. Once the manuscript is finalized, we can promote it to a wiki page. Of course, the issue can be retained.

Further details

Without this feature, we need to manually copy the title and description of issue(the title of issue as the title of wiki page, the description of issue as the content of wiki page.
