If an issue is both locked and moved, the source issue does not link to the destination issue

This issue has been both locked and moved, to https://gitlab.com/gitlab-org/gitlab-ee/issues/28325 , as part of the single codebase effort. However, discovering the issue in the EE project from the CE issue is almost impossible - it is only shown in a system note towards the bottom of the page.

Normally, a closed issue would show as Closed (moved) in the header, and we could click that to go easily to the EE issue. This is no longer the case.

What is the current bug behavior?

No link to the dest issue if the source issue is locked

What is the expected correct behavior?

Always link to the dest issue
