Promote Service desk
Related to https://gitlab.com/gitlab-org/gitlab-ee/issues/2624
Design
- The banner will appear if the license/plan is
GitLab EES
since Service Desk is for GitLab EE Premium.
- For regular EE on-prem sites, users who never start GitLab EE trial, they will see the banner from #2888 (closed).
- For GitLab.com, users will also see the banner from #2888 (closed).
Promote trial or license activation for regular EE on-prem sites.
Admin
- Having 'Start GtiLab Enterprise Edition trial' button.
