Re-assigning merge requests requires multiple clicks in the UI

Previous to multiple MR assignees we could easily re-assign issues in the UI like so:

Now when a user is selected we end up with multiple assignees, the current way to avoid this is to use

/reassign ....

but we should also have a way to easily re-assign MRs in the UI.
