CI Token does not have read permissions for the API

The ci token does not have read permission for the current api.

Steps to reproduce
Add following to the ci script.
curl --fail "$CI_API_V4_URL/projects/$CI_PROJECT_ID/merge_requests/$CI_MERGE_REQUEST_IID?job-token=$CI_JOB_TOKEN"Tested on community edition edition.
Example Project
What is the current bug behavior?
Requesting the API with the CI Token will end up in a 404 error.
What is the expected correct behavior?
It should respone the pull request data.
