Feature Request: Support Dart/Flutter packages in Package Registry

The package registry currently does not support Dart (pub) packages. Since the release of Flutter, dart has become increasingly widely used.

Having a private Dart package registry on Gitlab would allow us to host all our code and packages in the same place and more easily integrate Gitlab CI into our Flutter workflows.
