Reporter MR approval not working

Summary

The "Merge Request approval segregation of duties" isn't working. Reporter role group members with approval rights are unable to approve MRs.

Steps to reproduce

Followed the instructions: Merge Request approval segregation of duties

• Create new project: https://gitlab.com/niklasjanz/reporter-merge-approval
• Create new group: https://gitlab.com/reporter-mr-approval
• Add user as reporter to group
• Add group to project as reporter role
• Add approval rule with the group as Approvers
• Create MR: niklasjanz/reporter-merge-approval!1
• Let the reporter group user approve the MR

What is the current bug behavior?

@nelbacha can't see the Approve button in order to approve the MR.

What is the expected correct behavior?

@nelbacha should be able to approve the pending MR.
