Switching sub board milestone to project milestone not working.

Summary

Changing issue board of a subgroup to milestone from a project, save the change. But the milestone is not switched.

Steps to reproduce

1. Set-up a Group > Sub-group > Project.
2. Create a Milestone at the top Group level.
3. Create an issue at the Project level and assign a milestone from the top Group level.
4. In the Project, view Issue Boards
5. Edit the Board view to change the Board Scope> select a Milestone from the top Group level > select 'Save changes'

What is the current bug behavior?

The milestone is never switched

What is the expected correct behavior?

The milestone should be switched.
