Make classification a drop down slection rather than free form text field

Problem to solve

Currently the classification banner text is a free-form drop down and people can make mistakes when setting them. By making it a drop down, this will eliminate errors when setting up this existing feature

Intended users

This will be used by maintainers/owners setting up new or configuring existing projects.

Further details

The idea is at the instance level, an admin can define in a txt, rb or md file, the list of available classifications so maintainers/owners can use that drop down rather than the current free text field.
