Docs feedback: Unclear how much access is allowed for other (non root) gitlab users in omniauth integrations

Unclear if other users will be able to access the configured provider's account access in omniauth integrations. There's only one bitbucket config using my api key, and no indication who can use it. Also, why should I have to configure all my own account api keys for someone else to log in with theirs? Or do I have to alter the config file for their account too?
