Contributor Onboarding Issue MVC

Problem to solve

Today, contributors have to wade through documentation to figure out the process of contributing to GitLab. GitLab as a company as iterated to having Onboarding Issues for such structured learning tasks. We should provide similar (perhaps even exactly the same) contributor onboarding ticket for community contributors that we already have for GitLab employees.

GitLab contributors - All developers who will be contributing to GitLab whether they are employees or not.

Proposal

Move GitLab employee general contributor onboarding issues (perhaps the generic contributor related issues from our standard onboarding) to the CE project and link to it from Community Contributor documentation.
