Related issues > Removing related issue doesn't have it's own hover state

When you are hovering over a related issue, there is only one hover state. There is no distinction between hover states when hovering over the issue information and the remove icon (only thing that changes is that the tooltip goes away).

We should separate the hover state of the issue info from the remove icon so it is more obvious which area your mouse is over.
