Remove project list filters feature flag

gitlab-ce!25231 improves the project list search box, introducing some additional filtering options that can be enabled via feature flag.

• Remove this feature flag and the underlying immediate configuration logic when we are confident that the new state works as expected
• Add a changelog entry for the feature
