GCP: Allow cloud_debugger cluster permission
Problem to solve
Upon cluster creation in GCP the created cluster permissions are not visible to the user, and by default most of the permissions are disabled upon cluster creation.
This makes the Stackdriver integration impossible to achieve as cluster permissions cannot be changed after cluster creation.
