Allow admins to format email notifications sent to users

Problem to solve

Currently, any email notification created by admins through the admin dashboard that is sent to users is sent and received in plain text. Adding any formatted text is lost.

Administrators would use formatting to highlight any important or critical information as well as adding headers and subheaders for communicating more effectively about downtime, maintenance dates, etc.
