Impossible to use Web IDE with keyboard only

Identified in color audit gitlab-design#286 (closed)

It's not possible to use the Web IDE with the keyboard only. Some examples:

• It's not possible to tab through all of the file finder results, as they seem only load on scroll or by keyboard navigation
• It's not possible to navigate the file tree using the keyboard (with the navigation arrows or by tabbing)
