Delete old issue boards store

This is part of refactoring issue boards to Vuex (&1278 (closed)) and needs to happen after #28455 (closed).

Delete app/assets/javascripts/boards/stores/boards_store.js, replace them by calls to Vuex store (requires updating the components)
