Design: Enhance the layout and new capabilities in the vulnerability details page

Proposal

Enhance the layout of the Vulnerability Details pages to account for new capabilities and ease of use when consuming vulnerability information.

New capabilities:

• Adding a to do and marking a to do as done: Issue)
• Allowing users to assign/unassign themselves to a vulnerability (Issue)
• Allowing users to change the severity of a vulnerability Issue
• Requiring users to comment on status and/or severity changes: Dismissl Issue--Require commenting issue
• Allowing users to focus on vulnerability details and evidence while supporting the Unified report schema Issue
• Allowing users to use comments and threaded comments outside of status/severity changes. Issue
