Problem to solve
When someone is assigned to review a merge request, they have two options on it, thumbsup or thumbsdown, however no email notifications are sent to the original creator of the merge request, leaving requester to worry/fret/be angry at their peer who they think haven't done their job. Yet, they have! We just have to manually check back to realize...
Intended users
Developers and others who request peer review/assign folks to look at their merge requests.
Further details
It just makes sense. When someone comments or opens or merges on a repo you have notifications set on for, that it also would notify of the thumbsup or thumbsdown.
Proposal
Just send an email with the notification about a thumbsup or thumbsdown that came from the merge request assignee to the person who made the original merge request.

What does success look like, and how can we measure that?
Success metrics include that developers or any user requesting peer review on their merge request are easily informed in a timely manner about whether their assignee has given the 'ok' or 'notok' on their merge request.
Acceptance criteria looks like an email notification to the original merge request maker, when an assigned peer reviewer leaves a thumbsup or thumbsdown review on the request.
