Add search to Admin settings

Problem to solve

It can be difficult to find exactly where a setting is located in the Admin settings view.

Proposal

Users should be able to search for settings using common terms and close matches.

• FE only implementation
• "partial matches" not full fuzzy searching
• Search needs to be across all sub-categories
• Should not search settings that the user doesn't see (due to permissions)
• Localized searches based on matching title with an indexed object that's already translated
