Define guidelines for vale rules

We should make clear guidelines for the tw-testing team to follow when authoring and maintaining our Vale rules.
A priority is to make it clear what rules should go at each alert level:
- suggestion
- warning
- error
Link items together to show that they're related or that one is blocking others.
