Technical discovery: Searching settings

This issue for tracking technical discovery related to adding a search feature to the Settings views as defined in the parent Epic.

• Searching based on title and descriptive text
• Methods for providing alternate search terms, partial matches, and fuzzy searching
• Can this be implemented entirely on the frontend?
