Allow a job with only:changes to be run manually even if there are no changes

Allowing a job that has only:changes for specific files to be run manually because sometimes you just need to run a job just in case or just to check.

The use case provided by the customer is... "When other files than the ones specified in the job have been changed and you would like to run the job nonetheless, just to check."
Testing
This may be problematic as using when:manual will require human interaction when there are actual changes to the files specified in only:changes, and that might not be desired behaviour. You'd like the test to run automatically when only:changes has been met, but you want the ability to run the job manually otherwise. Not sure how to accomplish this.
