New issues or merge requests don't show up -- have never shown up

I've never been able to get any of my repositories to show an alert of any kind that a new issue or merge request has been filed. Instead I have to wade through the repositories, checking to see what has happened, decide how to assign the issue/merge, and THEN they show up at the toolbar across the top of every Gitlab page. I have never been able to get this to work. What am I missing?
