Default on for VSA horizontal flow

Summary

The horizontal navigation for Projects > Value Stream Analytics is currently defaulting to off. This is a nice feature that we plan to iterate on. To encourage adoption and rapid feedback, and to support this Product initiative, we should enable the horizontal flow by default.

Expected Outcome

By default, the horizontal flow is visible to .com users and self-managed users.

Solution

Enable value_stream_analytics_path_navigation by default.
