Disallow / Discourage issue closing without comment
Problem to solve
When issues (and MRs) are not auto-closed but manually by somebody clicking on "Close", bystanders cannot evaluate why this happened - was this an accident? Was it closed because the work continues elsewhere? Was it deliberately abandoned?
Our team embraces the rule "Don't close without explanation" And this is how Gitlab does it as well, cf. point 22 in the handbook
When closing an issue leave a comment explaining why you are closing the issue

The issue template asks me about "contributions to our vision". These are they:
Usually with Gitlab everything is connected and leaving this paradigm should at least require an explanation
Proposal
Manually closing an issue (or an MR ? ) is only possible together with a comment. Let's not boss our users around, though and don't evaluate the comment - if it only consists of a space or just "closing", that's up to the user. The feature should only prevent accidentally forgetting the explanation or even worse, accidentally closing.
