Allow admins to set a default navigation theme for users

Problem to solve

gitlab use indigo color for default user navigation theme, but when i set the customer logo with deep color, like black \ blue etc. , it can't display well in that theme . Every user have to set the theme with light by themself.

could u add a new feature to let the admin to set the default theme for all user to adapt the customer logo ?
