Add comment silently through API

Problem to solve

We have our own tool that can add/edit stuff to gitlab. It also leaves a comment with the change and a note about it, but runs once a week. This means, that once it runs, all participants will be notified (multiple times) for every changes that it does because of the comment. It would be great if we could add a comment via the API that will be added without notifying everyone.

Intended users

Automated scripts that can add extra functionality on top of gitlab.

Proposal

I don't really have an opinion how this could be implemented with in the API, it's not an UI/UX issue.

Permissions and Security

Same as current API permissions
