Issue Boards does not use horizontal space efficiently

The Issue Boards use a lot of space without carrying about how many boards are there sharing the container.

Intended users

Any kind of user can be benefited.

Further details

UX can be improved and people won't need to use external platforms like Trello.

Proposal

I'm going to try to contribute to this issue by following the GitLab Workflow but basically we just need to use display: flex property and add some CSS rules to reduce the impact of the changes.

What does success look like, and how can we measure that?

By applying this changes we improve UX and also reduce the impact of the problem pointed in gitlab-ce#22933, I mean, we are giving a new perspective for the solution to that problem.

I don't actually know the statistics, but I think most of the people use three to four boards, and by applying this changes we giving support for almost five good looking Issue Boards on a 1366x758 screen.
