target path for broadcast messages to be used as except (blacklist)

Proposal

It would be useful to be able to use the target path as blacklist as well.

In my case I wanted to display the message everywhere but the sign in page. So it is only available for logged in users.

I tried to use ^ and ! switches but they didn't work.
