Functionality for Disabling Explore snippets from GitLab.com groups

A silver customer of GitLab.com has recently reported this:

Is it possible to disable the “Explore snippets” menu, for our group members?

There are so many hacking tips, serial key generation, windows activation crack, torrents, etc. are being listed, which we don’t want our Novartis employees to access through GitLab portal, inside our network.

This request makes sense as many of the paying customer requests the ability to disable snippets globally for internal compliance/security reasons. Lack of history or audit-ability around snippets makes them a liability for the company.

@victorwu putting this on your radar. What do you think of the request above.
