Follow-up from "Resolve "WebIDE doesn't work on empty repositories""

What To Do:

To untangle of the comments and discussions here, it's expected that you can click on a WebIDE button instead of the singe edit file button to create a new file.

As initial goal

• Make the WebIDE available and work with a empty repository
• Allow to create the first file through the WebIDE

As a follow up

• Remove the single "New File" button. (This should be done in a separate MR/Issue)

  @mishunov I tested this locally. In an empty repository, after creating the first file and committing it, I see the error below.
