Click and refresh reduction audit

As part of the gitlab-ce2024184 plan for 2019, we should reduce the number of times a user needs to refresh and or click to get to critical information. This issue will represent a gitlab-ce41076781 issue to collect any issues and ideas around this reduction as well as an audit of places this can be reduced.
