Provide a way to retry or cancel all jobs in a stage

As a follow up to https://gitlab.com/gitlab-org/gitlab-ce/issues/28741 which lets the user play all manual jobs, we should add the ability to retry all failed jobs and/or cancel all running jobs in a given stage.
